Add logic to hydration tasks to tag the commit as "warm" in git when they complete

      Add logic to the bazel hydration tasks to tag the commit as warm once all of the hydration tasks complete. This has the potential to significantly improve build time after rebase, since often a large percentage of the actions are uncached. This will also reduce costs since more users will share the same commit and benefit from each others required patch build runs sharing the same cache. This will be even more important once test caching is enabled.
