Retry transient transaction errors in write_concern_all_commands

      In BF-40459 we see slow variants can cause transactions to fail in write_concern_all_commands, especially when we lower the maxTimeMS parameter for a command. We can fix this by using the utility function to automatically retry on transient transaction errors
