Query settings utils have helpful functions for testing, such as making different commands and getting the query shape hash from the explain output. This is helpful for other tests such as router_query_shape_hash_in_slow_query_logs (added in SERVER-107427) that don't use query settings. For clarity, it would be better to move the utility functions that are not related to query settings to a more general file that all tests can use.
