Consider if chunks.js and move_chunk_errors.js can be unified

      SERVER-114039 added move_chunk_errors.js to unify error handling for moveChunk in FSM tests. However, chunks.js implements its own retry logic when running moveChunk.

      We should consider if we can refactor chunks.js to use the logic in move_chunk_errors.js instead.
