We currently convert index bounds to match expression to be able to cross-reference cardinality estimations across query plans, even if they are match expressions in one plan vs. index bounds in another. With SERVER-109891, we know this conversion is wrong for some index bounds.

We don't want to give up on ceCache, as it saves us valuable time, so we need a smarter way of converting index bounds to match expressions, or some other way of converting either to a common cache key.
