IdLookup's distributedPlanLogic implementation doesn't actually specify any merging logic. This means it would force a pipeline split unnecessarily since not specifying DPL should still result in it getting pushed to the shards (but allowing following stages to also get pushed down, unlike the current approach). We should verify that these assumptions are correct and if so remove it.
