      To deprioritize a long-running operation, it must exceed the admissions threshold, which is 3 by default. However, this count can be inflated by exempt admissions.

      For commands that routinely generate exempt admissions as part of their normal flow, they will reach the threshold more quickly and therefore have a higher likelihood of being deprioritized. We should consider excluding exempt admissions from the threshold calculation used to determine whether an operation is moved to the low-priority pool.
