Extensions upgrade/downgrade tests assume that they will be talking to a non-upgraded node in the afterSecondariesHaveRestarted step of the upgrade/downgrade process. The expected extension state is validated accordingly.

However, this assumption is not always true, as an election can occur after upgrading secondaries making an upgraded secondary become a primary, so that we end up running the validation against an upgraded node.

For now we will skip validation in these states in extensions tests. A more robust handling of this situation will be investigated in SERVER-115501.
