In the transaction coordinator, we currently skip acquiring tickets for many of the coordinator steps. We do not do this for deleting the coordinator doc, however. This may cause a bottleneck on tickets in cases of heavy 2PC txn workloads. We should change this to follow the pattern of the other coordinator steps.
