Estimate the cost of estimating all plans of a query against a sample.
This would require walking the plan trees, and use cost coefficients that reflect in-memory estimation against sampled documents. The estimate should take into account that CE doesn't produce actual document results, but instead it produces CEs. Thus the cost model of the QSN nodes will be generally different.
