Log id 2263 outputs uassert error messages that have been thrown/caught in the server. In incidents, we cannot turn it on because the component/verbosity it is associated with is too high and is likely to take down the cluster, but it is potentially very useful for these incidents. Lets separate it into its own component so that we can turn it on.
