The OverlappingTasksRegisteredDuringRecoveryWaitForStepUpComplete test is trying to show that we are able to create and process tasks successfully. One of the checks we do is show that the created tasks exist. But we check this after the range deletion service steps up, so if the range deletion service processes the tasks they may not exist.
