Allow remove_shard_util.js to use new shard removal API for transition to dedicated

      Under SERVER-110790, we allowed the new remove shard api to be used for config transitions. However, we did not update the remove shard util to use this api which results in most of our testing of config transitions using the old, already stable API. We should update this util so that it uses the new api, similar to what is already done for normal removeshard.
