1. Investigating to see if there are instances of this issue occurring online
2. Try to narrow the issue down to the linker or the compiler
3. See if we can upgrade whatever is broken to a version that doesn't have this issue

I would recommend timeboxing the investigation to 2-4 hours

This issue appears to be entirely deterministic, so the workaround is to just make sure that package_test succeeds before actually pushing any release binaries
