During the exemption of the maintenance port from the connection establishment rate limiter on replica sets with multiple nodes, we have found that some connections are taking tokens from the bucket. This issue doesn't occur in sharded clusters.
As part of this ticket, we have to understand why this happens and how we can properly test the connection establishment rate limiter exemption in the case of a multi-node replica set.
