We will need to create a `MongoExtensionQueryExecutionContext` to wrap an expCtx, and then add this to the `compile` and `parse` functions for extensions. We will also need to add API functions to the `QueryExecutionContext` to allow checking IFR/regular feature flag values on the expression context.
