We have seen rare testing problems where this conversion of MaxTimeMSExpired does not seem to be accurately translated to the internal code. In order to help debugging this issue, we should add additional logging here when the testing proctor is enabled to make it clear that although the command timed out, we are not translating the error due to not exceeding the expected timeout.
