Make the decoration implementation for types which aren't trivially or zero constructable use a boost::optional wrapper

      The wrapper will be the default, and the accessor for the decoration should auto-initialize the decoration the first time it's accessed.

      We should provide a way to disable the wrapping for specific decorations where it causes an issue.
