We will create a new validation level called "validated" that can only be assigned (for now) to a collection upon creation. "Validated" behaves essentially like strict, with a few key differences:

1. The validation action must always be Error or Errorlog.
2. You can not assign "validated" to an existing collection (yet).
3. You can not modify the schema validation rules.
4. You can not bypass schema validation.
5. Once you downgrade from "validated", you can't upgrade back to "validated" (for now).
