Add Python 3.13.11 as a new product (python313-v5) to the v5 toolchain alongside the existing Python 3.10 build.

Changes:

• Created build-python-v5.sh script to build Python 3.13.11 with PGO and LTO optimizations
• Added python313-v5 product to toolchain build and stow system
• Integrated python313-v5 into compile tasks as an additional dependency
• Both Python 3.10 (python3-v5) and Python 3.13 (python313-v5) are now available in v5 toolchain

This allows MongoDB builds to use Python 3.13 while maintaining Python 3.10 availability.
