Users of the OpenTelemetry histogram API may often use the same explicit bucket boundaries for multiple histograms. Consider adding a set of predefined boundaries vectors for use. For example, it probably makes sense to add a list of base 2 numbers: [0, 32, 64, 128, 256, 512, 1024, 2048, 4096, 8192].

As a reminder, the default boundaries are defined in the SDK specification: [ 0, 5, 10, 25, 50, 75, 100, 250, 500, 750, 1000, 2500, 5000, 7500, 10000 ].
