Remove allow_feature_not_supported from jstestfuzz configuration

      Discovered in SERVER-113892. allow_feature_not_supported was used in jtestfuzz to allow query stats not enabled errors when the fuzzers would downgrade FCV and then try to change internalQueryStatsRateLimit or internalQueryStatsCacheSize. However, now that query stats is enabled on last LTS, and the feature flag should always be enabled we can remove this value from the fuzzers.
