Investigate usage of hasExclusively calls

      When used with the return value of ShardingState::get(opCtx)->pollClusterRole(), the hasExclusively call will always return false, since the shards have always more than one role (ShardServer and RouterServer). The purpose of this ticket is to investigate the calls done to hasExclusively and find the cases where this happens, and fix them.
