Close connection when receiving invalid data prior to command dispatch

      We should close connection when receiving invalid data (parsing failed, etc) prior to command dispatch rather than echoing back the request received. This will reduce the likelyhood of bugs leading to impact data security.

      SERVER-116991 covers the N&O-owned code, this focus on SP-owned code (SEP and after).
