We conditionally undergo a double-parse in the situation where an extension is desugaring; one parse pre-desugar (for query stats) and one post-desugar (for execution).

This double-parse caused a test failure here due to unexpectedly hitting this function twice. We should attempt to move this check off of the parsing path rather than guarding it with an if statement.
