Fully disable commit quorum pathway for primary-driven index builds

      We set commit quorum to 0 in SERVER-109631, but we still go through the commit quorum pathway. This can lead to confusing log lines and in turn a confusing debugging experience. Completely skip the commit quorum pathways if we are in a primary-driven index build.

      This shouldn't change the draining procedure, as we would still need to block writes when performing the commit.
