Remove timeseries $-prefix upgrade test once 9.0 becomes last-lts

      timeseries_dollar_prefixed_timefield_errors.js tests upgrading from a binary that supports $-prefixed timefield or metafield in a timeseries collection to a binary that does not after that behavior was disallowed by SERVER-114195 (also see SERVER-115574)

      The validation that creating $-prefixed fields failed should remain in the test but the upgrade part of the test can be removed once 9.0 is last-lts
