In the PlanCacheClear command when the target collection is a viewful tracked timeseries we use the routing context of the underlying system buckets to route the command to the relevant shards but we actually send the command over the non translated namespace.

Instead, according to the shard version protocol, when targeting viewful tracked timeseries we must forward the command to the shard using the translated system buckets namespace and also use the routing information from the translated namespace.
