Artifacts in evergreen age out, and retention has recently been further reduced. This can lead to multiversion tests to fail until we kickstart the system with fresh binaries.

We need to document (preferably in some readme in 10gen/mongo) when this occurs, how to repair, and (if possible) identify more scalable/automatable paths forward.
