Both mongod and mongos commands currently largely live in folders with shared ownership, and any changes to the OWNERS.yml files (including adding new commands) end up requiring owner reviews related to the folder/root ownership rather than allowing the team to develop independently. We should strongly consider moving our code to wholly-owned subdirectories.
