This ticket is a follow-up task of SERVER-117146, which added  the "multi-router" test infrastructure to the change_streams.* set of suites.

Under such a configuration, test commands are randomly dispatched to the cluster through a pool of multiple mongos node, which may now have outdated routing information in their cache: this requires test files to deal with potential StaleConfig errors when running a transaction to avoid spurious errors.
