The timeseriesUpgradeDowngradeCoordinator changes the tracked namespace in config.collections. Change streams cannot always intercept these changes from oplog entries alone.

Similar to the rename coordinator's kSetupChangeStreamsPreconditions phase, we need to generate placement change notifications using generatePlacementChangeNotificationOnShard() to notify change stream readers about the namespace change.
