For automaticCE planRanking we may need to run multiplanner even after CBR tries planning a query because some operators cannot be estimated using CBR. In such cases we should only run trials with the best candidate from CBR + those that could not be estimated instead of running trials for all plans.

This needs single enumeration (SERVER-115496) to avoid having to do plan identification or to avoid having multiplanner and CBR to work with different sets of plans.
