In SERVER-114690, we added ServiceLifeCycle::initializeStateRequiredForOfflineValidation() to support offline validation. We anticipate introducing implementations of this method that will require the OperatonContext that is already created for this ServiceContext. It will be clearer to declare the method to take an OperationContext instead of the current ServiceContext.
