      Spun out of SERVER-109255, which added a resmoke hook to the extensions suites. This caused a slowdown when running extensions test, so we should:
      1. Run the check during compilation time instead of in resmoke.
      2. Check against all extensions, not just those in the dist-test-extensions target.
