Insert applyOps can invariant on DuplicateKey due to replicated RecordIds

      The current code expects !needToDoUpsert implies the operation is not in an applyOps mode. However, when the feature is run with `apply_ops_idempotency.js`, this is not the case.

      We should fix the applyOps crash.
