Per scope doc thread, parameters should be runtime settable when possible. This is likely tricky in the current implementation because it requires switching metric readers but the otel code offers no way to do that at runtime, so may require switching out the meter provider entirely, which could cause us to lose metric data (e.g. from histograms).
