Add inRouter to CatalogContext (MongoExtensionCatalogContext)

      The "inRouter" value is required by extensions to avoid calling mongot during explain workflows. 

      As part of this ticket, add inRouter to the public API for CatalogContext, and populate it here https://github.com/10gen/mongo/blob/20d7bc2e7fa226725978ce2be25aa24b64292d1a/src/mongo/db/extension/host/catalog_context.h#L47 . 

      We will need to add inRouter to the public api struct 
      MongoExtensionCatalogContext.
