      Deploy 3 mongos.
      Note the suite has a special hook that overrides the runCommand
      jstests/libs/override_methods/multiple_crud_ops_as_bulk_write.js
      which doesn't account for multi-routing 
      Every single test fails under this suite due to the failing hook.
