In ~~SERVER-102165~~, we enabled resharding/moveCollection/unshardCollection to skip creating indexes on shards that do not own chunks.

We created a feature flag featureFlagReshardingSkipBuildingIndexesIfApplicable
which is disabled by default. We should enable it by default when it's release ready.
