PDIB restart path prematurely calls setInternalIdents

      We shouldn't be calling setInternalIdents this early into restart. This causes malformed idents, which were caught during investigation of the auto-reversion of SERVER-115707. That ticket introduced ident formatting checks into the internal ident generation path, which discovered this ticket's bug, where we see idents that look like `internal-sorter-` [sic](i.e. no UUID present). This ticket will fix the idents being malformed. Then, when SERVER-115707 is re-merged, we will get guards against this situation.
