FCV Upgrade Downgrade passthrough suite with stepdowns does not populate TestData correctly

      The fcv_upgrade_downgrade_primary_step_down_passthrough suite does not set the required TestData.isRunningFCVUpgradeDowngradeSuite flag.

      This means that tests can't reliably detect that FCV upgrade/downgrade is happening concurrently.
