Fix for BF-41309. step_down_during_draining*.js jstests are flaky since this commit. To fix this we should revert the change made to the rsSyncApplyStop FP. Reverting this change would make killOp_against_repl_threads.js flaky, because the OplogApplier opCtx might not exist when grepping for it without the rsSyncApplyStop FP enabled.
