WithAutomaticRetry exposes hooks that will be called on failure based on whether or not a retry will occur.

In all cases except for this one these hooks are either empty, or just have logging. We should rework ReshardingTxnCloner to handle this in some other way (likely in the body instead), remove the ability to specify these hooks, and replace calls to these hooks with logging instead.
