SERVER-118706 and HELP-88178 revealed an issue related to the accounting of oplogEntriesFetched when there is an error in inserting an oplog batch into the resharding oplog buffer.

We should add test coverage that injects transient failures into oplog buffer inserts/apply (and maybe other key points) to catch similar accounting issues.
