      As part of the work on SERVER-118468, karl.bozdogan@mongodb.com implemented an initial version of estimating CE for COUNT_SCAN_NODE. The diffs cardinality_estimator.

      {h|cpp} and cost_estimator.{h|cpp}

      at commit 7da0bb1115d2bc46c8faae4f8b102170dc9a60b9 and master will contain the implementation
