Update the http host for the downloads on http://mongodbtoolchain.build.10gen.cc/ to instead point at the s3 location so we aren't serving the download over the website itself.

We can't remove these download links entirely because it's somewhat likely customers are using these in their CI.

This is likely to save around $20-30k/yr
