'is_deprecated' IDL label is ignored by cluster parameters

      We expected that once the featureCompatibilityVersion (FCV) reaches the binary version where a cluster parameter is marked as deprecated (like here), it should no longer be possible to set or read that parameter (e.g., via setClusterParameter / getClusterParameter).

      However, current behavior shows that:

      • The cluster parameter remains settable and readable even after FCV equals the binary version in which the parameter is marked as deprecated.
      • The is_deprecated IDL flag on the cluster parameter appears to have no functional implications on runtime behavior.
