To support PIT read on the standby, WT needs to ensure that we never pick up a checkpoint that has a checkpoint timestamp larger than the current pinned timestamp. However, it is failing after WT put a check (see BF-41454).
Server needs to control the oldest timestamp and when to pick up a new checkpoint on the standby so that the above check is not violated.
