Currently, extensions are only supported on linux platforms. However, we always try to load extensions on all platforms at startup time in mongod/mongos.

For the time being, remove the dependency on extension_loader in mongod/mongos in non-supported platforms.

In https://jira.mongodb.org/browse/SERVER-119009, we'll investigate the work required to support the other platforms in the long term.
